3Minutes of Meeting held on 10th April 2008 agreed and signed.
4Matters Arising (from previous minutes)
7.2 BIG have made a contribution towards the Christmas lights.
11.1 ROSPA report has not yet been received.
13. The Parish Council still awaits a price from Vanessa Thompson of Grayshott Gardeners for the proposed treatment of the grass in the war memorial garden.
5Allotments
5.1Inspection Reports
Beech Allotments Nothing to report. The clerk had received a reply from Mrs. Coleshill regarding her two unworked plots. There is also a new tenant on half plot number 11.
Stoney Bottom Allotments The padlock has been replaced. There is leak from the old water pipe. The clerk was asked to obtain a price from ADS to repair the leaking section and a price to replace the whole pipe to see which is more cost effective and to then proceed to get the work done as soon as possible. Finally, the fencing needs attention. Mr. Hitchcock will be asked to look at it in the autumn once the nettles have died back. He has recently strimmed the area.
5.2Waiting List. There is one half plot available at Beech.
5.3Stoney Bottom Fence and grasscutting.Dealt with in 5.1
5.4Access to Beech Allotments. There has been concern from allotment holders that residents of the houses adjacent to the plots have been accessing the site through back gates leading on to the plots. The clerk was asked to write to all householders reminding them that they do not have a right of access through their back gates unless they rent an allotment.
6Littlejohn and Lyndon Green Play Areas.
6.1Littlejohn Play Area A few cigarette ends were found but other than that, nothing to report.
6.2Lyndon Green Play Area.Equipment is all okay. There is a little breaking up of the footpath and of a small piece of wetpour by the whirligig. This will be monitored.
7Lyndon Green/ Village Green. The clerk was asked to obtain quotes for carrying out a weed and feed on both greens in September.
8GPCVillageTree Survey Works. The previous contractor had carried out work on the trees belonging to the Tennis Club surrounding the tennis courts, which should not have been included in the specification. The tennis club is currently discussing this. The current contractor has completed his work on the Recreation ground and the grazing land; the rest of the work is still ongoing. The clerk had received a call from a lady living next to Beech Allotments thanking the Parish Council for the tree works which have removed the overhanging branches from her pond and back garden.
9Sports Field & Pavilion
9.1Moles and Knotweed. The moles have now gone. Mr Lang has sprayed the knotweed; much of it has died back but it will need another spray to get all the new shoots. This was agreed. There is also some knotweed on the path up to the Scout hut and along Beech Lanefrom the school end on the left hand side. The clerk was asked to notify EHDC environment dept.
9.2Refurbishment Plans / Survey.The building survey has been commissioned; we await the report. The clerk is still awaiting a quotation for the environmental survey.
10Highways & Footways
10.1Bus Shelters.The replacement bus shelter for the village green has now been ordered from Phoenixand should be installed soon.
10.2School Road / Whitmore Vale RoadJunction. Mr. Fudge read out the correspondence from SimonNightingale, noting the Parish Councils view of not favouring a one way system but preferring to see a no right turn / no left turn due to safety reasons. The HCC Transport team concur with the request for a no Left turn from School Roadin Whitmore Vale Roadbut feel a no right turn from Whitmore Vale into school Road is unnecessary as the actual number of vehicles making this movement each day are very low. The clerk was asked to write to Mr. Nightingale giving the Parish Councils agreement to this amended scheme.
10.3Signage on A3. Correspondence had been received from the Highways Agency, Dick Smithand Phil Bates, regarding the proposed signage to Grayshott Pottery and shops form the new A3. Noted. Any action required should be taken nearer the completion of the new A3 works.
10.4Outstanding Highways Issues. The Assistant Clerk is still awaiting a response from Ruth Olczyk with regard to the issues of 2 hour waiting, a crossing point on Headley Roadand a Traffic Management plan for the village. There is also the issue of the on-going problem of Co-op lorries reversing in and blocking Avenue Road. It was suggested that the lay-by to the front of Co-op could be designated for loading only for 7:00 to 9:00, similar to the Tesco layby. The assistant clerk was asked to take advice from Highways to see what solution could be reached or incorporated into the traffic management plan. In the meantime the assistant clerk was asked to write to the Co-op transport section and ask that in the meantime they might consider using smaller lorries when making their deliveries, to try and reduce the inconvenience.
11SkatePark
11.1Report. More obscene words have appeared which need removing quickly. The clerk was asked to obtain a quote from EHDC or buy some graffiti removalspray ask Mr. Hitchcock to administer it.In addition there were number of pallets which had been dragged over to the skatepark. The clerk had spoken to the young people who had brought them in and asked them to return them back to the pottery where they were from.
11.2Fencing/ Painting. This has been done.
11.3Community Service. The clerk will follow this up with EHDC.
12The Square
12.1Inspections and Reports.The conifers are looking a bit battered but there are currently birds nesting in one of them. The planting around the tree stump looks good.
13.Flowerbeds. The flowerbeds in Crossways Roadhave been planted up and watered. The clerk was asked to write to HiddenGardensto thank them for the grant to enable this planting to go ahead. The ones at the rear of the Crossways Roadcar park need attention. The clerk is in correspondence with Mr Burling in respect of this matter. The clerk has also written to EHDC as Mr Brown-Hovelt wishes to remove the large overgrown conifer at the back left-hand side of the car park next to his garden to replace with a smaller one. He would also like to plant up an area to the side of the car park which is currently a dead space. Councillors had no objection to this.
14Car Parks. The fencing has been replaced in the Glen Road car park. Mr & Mrs. Thompson have done a little planting work to tidy up the beds. In the bed at the entrance to the car park there is a self-seeded chestnut tree which is now rather large and needs removing. Clerk to write to Mr Burling in this respect. In the Headley Road car park the clerk is in correspondence with EHDC to remove the old top soil from the beds and replace with new top soil.
