Minutes of a meeting of the Planning and Conservation Committee held on

Thursday 6th November 2008 in the Council Office at 7:30pm

 

            PRESENT:  Mr. C Jones (Chairman), Mrs. J Gale, Mr. I Robinson, Mrs. A Myers, Mr. C     Slaughter, Mr. S Herrett, Mr. H Murphy, Mr. C Thompson, the Clerk Mrs L Pennick and the   Assistant Clerk Mrs. L Coney. Also present were 6  members of the public.

 

1.         Apologies – None received.

 

2.         Declarations of Interest – Mr. Robinson declared an interest in 5.1 but wished to invoke             paragraph 12a of the code of conduct to enable him to comment.

 

3.         Minutes of meeting held 2nd October 2008 were agreed and signed.

 

4.            Matters Arising

It was noted that following the last meeting a site visit was held at Chippings and as a result the Parish Council objected to the application on the grounds of the excessive height of the new east/west roofline, which is in close proximity to the adjoining northerly positioned flats. This would create a significant loss of light and amenity to the dwellings at ground and first floor.

            The Meeting adjourned at 7:34pm to hear from the owner of 76 Kingswood Firs and reconvened at 7:37pm

 

5.1              Tree Preservation Order EH812 75, 76 and 77 Kingswood Firs, Grayshott. For information Councillors wished to comment on the application stating that blanket TPOs are not acceptable and the council would only support this application is individual trees of worth are specified.

 

5.2              Tree Preservation order EH814 Land west of Valewood House, Valewood Lane, Grayshott. For information.

Proposal: ERECTION OF GARAGE AND NEW ACCESS

Site Address: Valewood, Vale Wood Lane, Grayshott, Hindhead, GU26 6LX

Site visited by Mr. Slaughter

OBJECTION The Parish Council is very concerned as to the danger posed to the trees on the site, especially those protected by TPOs. There is also concern over the potential increase in the volume of traffic accessing Whitmore Vale Road. In addition there is the potential for water run off created by the new access track which could have a detrimental affect on the trees and the track to the north of the site. Finally, the plans appear incomplete and elevation drawings of the flyover are required to understand the impact on the neighbouring property and the surrounding rural environment.

The clerk was also asked to write to Councillor Cowper stating the council's concerns over this   application and asking him to site visit.

NO OBJECTION to the application however they are concerned over the nature of the business which generates traffic in a residential area, in a country lane and outside the SPB

Proposal: RETENTION OF CAR PORT WITH FLAT ROOF

Site Address: Avenue House, Headley Road, Grayshott, Hindhead, GU26 6TZ

NO OBJECTION, however the village design statement guidelines (page 14) does state that       flat roofed buildings should be avoided, therefore the council would like to see the structure   dressed in some way to reduce the impact of the flat roof

Proposal: VARIATION OF CONDITION 4 OF PERMISSION 35610/002 TO ALLOW THE COOKING OF LOW ODOUR FOODS ON THE PREMISES.

NO OBJECTION , however the council would like to see a condition attached to any permission notice defining the type of low odour foods permitted as per the proposed menu.

7.         Grayshott Conservation Area. Mr. Jones read through the suggested list of amendments          given  by Mr. Slaughter and The Grayshott Society to the draft conservation area document. It   was agreed that these were all appropriate. The clerk was asked to write to Stephen D' est     Hoare stating these changes.

 

8.         SEERA Partial Review of the Draft Plan : Planning for gypsies, travelling show people in              the South East. Mrs. Gale has spoken to the showmen at Fairlands who were unaware of this   consultation. They said they did think that more spaces were needed for  travelling showpeople.   Mrs. Gale contacted SEERA and asked that they sent the consultation document to them. The    Assistant Clerk had also studied the consultation and spoken with other parishes on the matter     and it was generally agreed that the document did not take into account the environmental           capacity of each area and without knowing that it was impossible to decide on the best way to      allocate spaces for each county. Councillors felt that they did not have sufficient knowledge of       the subject to reply to the consultation.

 

9.        Village Planning Matters

             Mr Fudge had written to the clerk concerned about the overgrown vegetation at 36 Kingswood     Firs and opposite the entrance to Tudor Close. Mr. Robinson said the path was now clear at 36     and the assistant clerk said she had reported the vegetation opposite the entrance to Tudor           Close to Steve Neat. The clerk was therefore asked to write back to Mr. Lee to say that the         matter was in hand.

 

10.     Correspondence

 

10.  1    Letter from EHDC noting the visit by the North Planning Committee to Chippings at 9:00 on             Friday 7th November. Mrs. Gale would observe on behalf of the Parish Council and it was noted                  that Mr. Robinson would also be in attendance represented the EHDC Standards Committee.

10.2     Letter from Mr. Lee regarding 76 Kinsgwood Firs planning application. NOTED.

10.3     EHDC Minutes of North Planning Meeting October. NOTED

10.4     Letter from NHS Primary Care Support Services noting all comments in response to the recent   application for a 100hour pharmacy. NOTED.

10.5     EHDC Agenda for North Planning Committee October. NOTED.

 

11.       Date of next meeting – Thursday 4th December 2008.

 

             Mr Jones wished to thank the Assistant Clerk for all her work for the planning committee and to wish her well in her new position.
