Minutes of a meeting of the Planning and Conservation Committee held on
Thursday 2nd October 2008 in the Council Office at 7:30pm
PRESENT:Mr. C Jones (Chairman), Mrs. J Gale, Mr. S Herrett, Mr. H Murphy, the Assistant Clerk Mrs. L Coney and 5 members of the public.
1.Apologies Received from Mr. I Robinson, Mrs A Myers and Mr. C Slaughter.
2.Declarations of Interest None were received.
3.Minutes of meeting held 4th September 2008 were agreed and signed.
4.Matters Arising
4.1 Report on the meeting with Daryl Phillips (Head of Planning EHDC). Mrs. Gale said that the meeting discussed e-planning, the new permitted development rights for householders and the Grayshott Conservation Area. Councillors have all been sent the papers on the new permitted development rights which came into force yesterday. The District Council have had very little time to get to grips with this but now they have they will arrange compulsory training on it for case officers and District Councillors this month and hopefully for Parish Councillors next month.

Site visited by Mrs. Gale and Mr Slaughter.
The meeting adjourned at 7:39pm to hear from the applicant and reconvened at 7:47pm to hear the objection letters from neighbours read out by Mr Jones.
The meeting adjourned again at 7:57pm to hear once more from the applicant who said he was aware that the work currently being undertaken is without a permission notice in place and understands that the work is being done at his own risk. (The meeting reconvened at 8:03pm)
It was decided that a group site visit was required. Given the deadline for responses it was decided that the decision would be made on site. Councillors arranged to undertake the site visit on Thursday 9th at 4:00pm with the specific purpose of considering the roof height and it impact on neighbouring properties.

The meeting adjourned from 8:15pm to 8:22pm to hear from Mr Lee.
OBJECTION with comments. The Parish Council felt the overall size of the development was against the H9 status afforded to Kingswood Firs and constituted overdevelopment. In particular the development was felt to be harmful to the character of the area as all other houses have their garages to the front of their property. However, if the case officer is minded to permit the application then there should be a condition placed on the garage so that its use is ancillary to that of the main dwelling and cannot be sold off separately. In addition the roof ridge height should be reduced in order to prevent the area above the garage being used for storage or accommodation.

7.Grayshott Conservation Area. The Assistant Clerk was asked to send a copy of the updated draft to Grayshott Society and ask for their comments prior to the next Planning meeting.
8.SEERA Partial Review of the Draft Plan : Planning for gypsies, travelling show people inthe South East. Mrs Gale agreed to contact the owners of Fairlands to get their views on the consultation. The Assistant Clerk would e-mail Cllr Cowper to ask why the figure for travelling show people was so high in East Hampshire compared with other parts of the South East.
9.Village Planning Matters
The Assistant Clerk had been in correspondence with Bill Young with regard to the status of the premises currently occupied by the Grayshott Framing Shop. The owners have been asked to apply for a change of use.
