Minutes of a meeting of the Planning and Conservation Committee held on
Thursday 3rd July 2008in the Council Office at 7:30pm
PRESENT:Mr. C Jones (Chairman), Mrs. J Gale, Mr. C Slaughter, Mr. S Herrett, Mr. I Robinson, Mr. S Georgii, Mr. H Murphy, Mrs. A Myers, the Assistant Clerk Mrs. L Coney and 3 members of the public.
1.Apologies None received.
2.Declarations of Interest Mr. Murphy declared a personal interest in item 5.1 as he knew the architect.
3.Minutes of meeting held 5th June and 19th June 2008were agreed and signed.
4.Matters Arising
4.1Co-op.No report. The Parish Council awaits the retrospective planning application.
4.2Planning Policy. A letter had been sent to a small number of local parishes regarding the weight of parish council objections in the planning process. It had been well received with most parishes now having replied giving support to Grayshotts endeavour. It was decided to take this forward to the wider community and revise the letter putting the proposal for policy change in stronger terms and to circulate it via HALC to all parishes within Hampshire. A copy of the letter will then be sent to Ferris Cowper requesting that he enlist the support of our local MPs to push for a policy change.

The meeting adjourned to hear from members of the public at 7:45pmand reconvened at 7:56pm.
It was decided that the application could only be determined after a group site visit had been carried out. It was agreed to meet on site the following morning at 10:30am. A decision would be made on site and conveyed to the assistant clerk to return the response to EHDC before the deadline. It was noted that Mr Slaughter and Mr Robinson were unable to attend the site visit but had no objection to the application.

NO OBJECTION with comments. The Parish Council wishes to see the following condition of planning to satisfy their highways concern - in view of the proximity of the school and the safety of the children the yellow zig-zags should be extended by a further two car lengths up to the footpath railing.

7.Village Planning Matters
The assistant clerk was asked to contact Bill Young to report a potential breach of planning at The Police House, Whitmore Vale Road. There would appear to be an extra window on the northwest elevation.
The assistant clerk was also asked to contact Bill Young with regard to the Old Bluebell Emporium on Crossways Roadthat appears to be in use as a residential dwelling.
Mrs. Gale said that she had 150 flyers to publicise the upcoming exhibition on the Philips House proposals. Most will be delivered to residents in the roads surrounding Philips House.It was noted that if the properties for the over 55s (houses in particular) are to be part buy and part rent people might be able to extend them which in the long term may make them no longer affordable. When the planning application is received the Parish Council might like to consider a condition of planning to remove permitted development rights on those particular properties.
