4.Matters Arising
4.1Co-op. No update except to note that a retrospective planning application will be required for the recent works to the store.
4.2Grove House.Mr. Jones reported that moves are being made to look at the application in further depth with EHDC, but he could not comment further at this stage.

The meeting adjourned at 7:34pmto hear from the applicant of the TPO EH793. The meeting reconvened at 7:41pm.
The assistant clerk was asked to write to Mr Garside objecting to the imposition of the TPO, noting that the committee gave unanimous support to the removal of the TPO on the area known as G2 and the middle tree of group G1. Trees T1 and T2 to remain.
Following the conclusion of this item 2 member of the public left the meeting.

NO OBJECTION with comments.Grayshott Parish Council would like to see better on site parking provision and a condition attached to any permission notice stating that cars must be able to exit the site in a forward gear. The Parish Council would also like it to be remembered that the current building was gifted by the people of Grayshott to the NHS and as such, wish the plaques on wall of the current building to be retained and incorporated into the new properties. (See pictures of plaques attached to on-line response). Finally the Parish Council would also request that the mature hedge on School Roadand Beech Hanger Roadbe retained.
The committee also acknowledged the notification of receipt of a planning appeal to the Inspectorate for the previously refused application 28212/009.
The meeting adjourned at 8:01pmto hear from the Grayshott Society in relation to application 28212/010 to see if there was any further comments to add. The meeting reconvened at 8:10pm.

The Parish Council would like to see changes to the power floods, so that they shine back on to the sign and do not allow light emissions to intrude upon neighbouring properties. The Parish Council would like to see a condition imposed on any permission notice allowing the illumination only during pub opening hours.
The assistant clerk was also asked to check with EHDC to see if this application requires Conservation Area consent.

7.Local Development Framework Core Strategy & Community Strategy.
The committee considered their responses to the sections of the Core Strategy entitled Healthy Living, Where should new development go? Economy and Transport. A paper copy of these responses is available from the Parish Office on request. The assistant clerk will submit the committees responses on-line before the deadline of May 6th.In addition to the questionnaire replies Mrs. Gale had prepared an additional representation on the local bus service, which the assistant clerk would submit to Valerie Dobson at EHDC.
Mr. Jones proposed a half hour extension to the meeting to allow the completion of business. This was unanimously agreed.
Mrs. Myers attended a seminar on the Community Strategy with the clerk on Monday 28th April at The Maltings in Alton.Mrs. Myers had completed a comment form on the consultation, which was passed to the assistant clerk for submission to EHDC. In brief summary Mrs Myers said that much of the Strategy hinged upon having a good affordable, accessible transport network, which she had noted in the comments paper on more than one occasion.
Mr. Jones wished to record a vote of thanks to Mrs Myers and the clerk for attending the seminar and also to all councillors who had worked on the Core Strategy.
8.Village Planning Matters
The Assistant clerk handed to councillors a copy of a proposal and letter from Mr. Fudge regarding the planning process and the weight of an objected lodged by a Parish Council. The assistant clerk said that in her opinion although there is nothing in EHDCs standing orders which makes the planning department give more weight to Parish Council objections, she was confident that any objection made by the Parish Council is seriously considered if it has grounds in planning policy. She added that 90% of applications by law have to be determined under delegated powers. If additional weight were given to parish council objections in terms of numbers of objections received, it was likely that the number of objections needed to refer an application to committee would be increased. That way the overall number of cases determined by committee would not rise unduly.
Mr. Thompson responded to say that in his opinion the democratic process should come above the bureaucratic process and, as such, if the Parish Council lodges an objection to an application, it should, by default, be referred to committee. If it becomes apparent at committee that the grounds for the objection are not valid in policy, the case officer can state this at the meeting and recommend a decision. Whether this overrules the Parish Councils objection would be irrelevant, the point being that it had been referred to committee in the first place because the Parish Council had objected.
The committee were happy with the sentiment of Mr. Fudges proposal but were not comfortable with its tone. The assistant clerk was asked to redraft it and circulate it to councillors for approval prior to sending to other local Parish Councils for their views on the matter.
Mrs. Myers said the clerk had spoken to her with regard to local groups who may not be publicised within the village or have a parish councillor representative at their meetings, the committee suggested that these groups might be asked to write a few lines for the parish scene maybe in a section entitled news and views from the village.
