Minutes of a meeting of the Planning and Conservation Committee held on
Thursday 3rd April 2008in the Council Office at 7:30pm
PRESENT:Mr. C Jones (Chairman), Mrs. J Gale, Mr S Georgii, Mr. C Slaughter, Mr. S Herrett, Mrs. A Myers, Mr. H Murphy, the Assistant Clerk Mrs. L Coney and 1 member of the public.

3.Minutes of meeting held 6th March 2008were agreed and signed.
4.Matters Arising
4.1Co-Op. The Assistant clerk read out an e-mail from Bill Young stating that he had carried out a site visit and established that the entrance doors have been installed without planning permission. The chiller units installed in the rear yard of the premises have also been erected without planning permission. The associated pipework from the chillers will have to form part and parcel of the retention application when it is submitted. He will be contacting the Co-op head office at the beginning of April to advise them of the unauthorised works and to ascertain if they will be submitting a retrospective application for the retention of the doors and chiller units. Finally, the advertising graphics on the windows are not subject to advertising regulations and therefore he is unable to take any action over these.
The Assistant clerk was asked to write to the Co-Op to congratulate them on the fascia signage and to inform them of the plans to refurbish the square. Given the plans for the square to be an attractive and delightful area the Parish Council would be very grateful if they would reconsider the window display graphics currently installed which are not in keeping with the rural aspect of the square.

OBJECTION. The application is contrary to policy Local Plan Second Review TC1 Proposals for new retail in Grayshott should sustain and enhance the range and quality of provision and the viability of the centre, which this application does not. It is not in keeping with the scale and character of the centre as it could create a single oversize retail unit, which could harm the function of the centre. In addition it takes away the delivery access for Tesco, which was a condition of the original planning permission for Tesco.

The assistant clerk was asked to write to Daryl Phillips (copied to Ferris Cowper) to express the committees disappointment with this decision and stating that the 1993 permission surely should not be of relevance to the case officer when reaching a decision.
7.Local Development Framework Core Strategy.The committee considered its responses to the sections named as Introduction, Environment, Housing and Whitehill and Bordon.After discussion, the questionnaires were answered in draft form in order that the assistant clerk could submit the consultation responses on-line as requested by EHDC. The remaining sections will be considered at the next planning meeting on the 1st May. (A hard copy of the Parish Councils response is available to view on request in the parish office)
8.Village Planning Matters
Grayshott Hall. An e-mail from Chris Murray was noted in which it was stated that the Section 106 Agreements that relate to the permissions for Grayshott Spa apply a restriction on the use of the accommodation i.e. it can only be occupied as guest/staff accommodation in connection with use of Grayshott Hall as a health spa. As the accommodation is not permitted for use as independent residential accommodation there was no developer contribution towards open space or transport - these generally only apply to proposals for new houses.
