Minutes of a meeting of the Planning and Conservation Committee held on

Thursday 6th March 2008in the Council Office

 

 

PRESENT:  Mr. C Jones (Chairman), Mrs. J Gale, Mr S Georgii, Mr. C Slaughter, Mr. S Herrett, Mr. C Thompson, the Assistant Clerk Mrs. L Coney and 14 members of the public.

 

1.                      Apologies – Received from Mrs. Myers and Mr. Murphy.

 

2.                      Declarations of Interest – None received.

 

3.           Minutes of meeting held 7th February 2008were agreed and signed.

 

4.                      Matters Arising

4.1                           E-Planning Update. Mrs Gale and Mr. Jones attended a planning meeting at Headley Parish Council on Monday to see how their e-planning works. All applications had been downloaded to computer and then viewed via a projector and screen. It did appear that most councillors were viewing the applications on the night for the first time as they had not viewed or downloaded them from the web in advance. Mrs. Gale felt that looking at the plans up on the screen was certainly easier than looking at them on the table and they had a useful wireless mouse which also worked as a pointer. It was clear that a lot of work had gone on before the meeting to download all the applications and prepare them ready to be viewed. The outcome was very professional but did require a lot of work in advance.  Mr. Thompson asked if the assistant clerk was happy with this system now she had seen it in action. She replied yes, although a brief lesson in loading up the projector may be required.

As EHDC is encouraging parish councils to make grant applications for equipment it was decided to recommend to GPC that the Parish Council apply for a grant for a projector and screen.

4.2                           8 Beech Hanger End. There had been no update from EHDC except to say that representations had been made regarding the removal of the hedge. The landscaping application did however state that hedges would be retained “where possible” so whether they will pursue the contractors on this matter is unsure.

4.3                           Grayshott Surgery. As a result of a notice read by Mrs Gale, it became apparent that the surgery had already made a planning application to Waverleyfor the extension to accommodate the pharmacy and this had been refused last month. The Parish Council had not been consulted on this and therefore a letter was drafted and sent to ask Waverley’s planning department to ensure that this does not happen again. Copies were also sent to EHDC, Cllr Cowper and the District Councillor for Hindhead.

4.4                           Co-Op. Mr. Thompson reported that he had spoken with the Area Manager today. He said that work on the rotten windows was imminent. The Parish Council has written to EHDC compliance, as it is unclear whether they had permission to enclose the porch at the front. Bill Young will investigate upon his return. The Co-Op has now enclosed the rear, the paper bin on the square has also gone but the Area Manager was still not aware of the square licence, which was out of date, so a reminder letter is required. Mrs. Gale had taken photographs of the new window display signage, which is not in keeping with the village and may require permission, as it is a form of advertising. Assistant Clerk to write to Bill Young to ask him to look at this when he investigates the porch.

7.            Local Development Framework – Core Strategy.     

The Assistant Clerk informed councillors that the consultation period for this document had been extended to the 5th May. In view of that it was decided to allocate a section of the document to each councillor to read through and draft answers to the questions. These will then be presented at the next planning meeting in April for agreement and submission to EHDC.  Councillors were allocated the following sections:

Mr. Jones – Introduction and Making Things Happen

Mrs. Gale – Housing and Where Should Development Go?

Mr. Thompson – Economy

Mr. Georgii – Whitehill and Bordon

Mr. Slaughter – Healthy Living

Mr. Murphy – Transport

Mr. Herrett – Environment.

 

8.  Village Planning Matters

It was agreed to add the Square to the liquor licence when the renewal application is submitted. Mr. Slaughter to complete and return.

It was noted that the repairs to the roof tiles at Stewart House were not in keeping with the rest of the roof. Mr. Slaughter will speak to the owners.

It was also noted that some of the windows in properties in Jubilee and Victoria Terrace were no longer uniform although this was specifically noted in the VDS. The assistant clerk was asked to write to EHDC to request that they write to householders in the conservation area reminding them that any alterations to the exterior of their properties must conform to planning law. 

Mrs. Gale requested that planning site visits be organised throughout the month not just all in one go as she had four to undertake last Friday.

 

8.      Correspondence

 

8.1 E-mail from Mr. Fudge to Mr Jones and Mrs. Gale regarding the weight given by EHDC to planning objections submitted by the Parish Council. Mr. Jones will reply to Mr. Fudge requesting details of the district councils that do give more weight to parish council responses. The matter will be referred to P & R to explore further. Mr. Jones will also discuss with Cllr Cowper.
