Minutes of a meeting of the Planning and Conservation Committee held on
Thursday 7th February 2008in the Council Office
PRESENT:Mr. C Jones (Chairman), Mrs. J Gale, Mr S Georgii, Mr. C Slaughter, Mr. S Herrett, Mr. H Murphy, Mrs. A Myers, Mr. C Thompson and the Assistant Clerk Mrs. L Coney.
1.Apologies None received.
2.Declarations of Interest Mr. Jones declared a personal interest in item 5.2.It was noted for the minutes that the applicant in item 5.4 is the Parish Councils solicitor.
3.Minutes of meeting held 10th January 2008were agreed and signed.
4.Matters Arising
4.1Grayshott Surgery. It was noted that permission had been granted for the pharmacy at the surgery and Mr. Jones read out the letter from the PCT which stated the opening hours which Monday Saturday involved opening until midnight. Mr Thompson said he was concerned as to whether there was going to be any extra parking to accommodate the increased visitors to the surgery. The assistant clerk was asked to write to Waverly and copy to EHDC to note that the Parish Council has concerns regarding the proposal. The late night opening may disturb nearby residents nearby. The access road is small and it is already difficult to park and finally the question of the limited parking, which may force people to park in the village hall car park which is already overstretched.
4.2E-Planning. The assistant clerk reported that in discussing this issue with HALC they informed her that Headley Parish Council have been working with EHDC to create a training DVD to assist councils in preparing for e-planning. It was noted that all councillors should view the DVD once available.
4.3The Co-op. No reply has been received to date. Mr Murphy said he sympathised with the drivers, as it is incredibly difficult to negotiate their way down The Avenue.

7.1 Mrs. Gale reported that she had spoken with Chris Vardy (The Grayshott Society) regarding undertaking a survey to see if some of the signage in the village could be tidied up and any non-essential signage removed. This was felt to be a good idea and very suitable for The Grayshott Society to undertake. The assistant clerk stated that HCC operate a sign declutter programme as well. It was agreed to ask HCC to carry out an audit of signage and to ask The Grayshott Society to do the same, so that the two can be compared.
7.2 2 Fircroft. (49852/002) The assistant clerk was asked to check the permission notice to ensure the fence has been dropped to the correct height.
7.3 Mr. Jones noted that he had spoken with Sam James who would like to be more involved in village matters. Assistant clerk will send him copies of the planning agendas and minutes. She was also requested to write to him asking if he would like to write an article for the Parish Scene.
7.4 Mr. Murphy brought to the attention of councillors a letter addressed to the residents of Philips House, sent by HVHS housing, regarding the future of the site. The letter implied that some residents would have to move on when the site is redeveloped. It also appeared from the letter that sheltered housing did not figure in the plans for the site.
The assistant clerk was asked to write to Daryl Philip and Ferris Cowper and copy to Sam James to note that the sheltered housing which the parish council have been supportive of appears to have been withdrawn. As a separate concern Mr. Jones will speak to Ferris Cowper tomorrow to state the Parish Councils grave concern at the deplorable matter in which our vulnerable residents have been treated as a result of this letter.
7.5 Developers Contributions. It was noted that there is currently £17,000 in Developers Contributions for open space for Grayshott. The assistant clerk informed councillors that she had spoken to Waverleyregarding a S106 Developers contribution payment to Grayshott towards improved parking in the area for the Cornerways and Heatherlands development. She was informed by Waverleythat they do not have S106 legal agreements currently in place for such request although are hoping to do so this year.
7.2 H9 Status. The assistant clerk distributed copies of a letter from The Grayshott Society regarding the H9 status at Kingswood Firs and the possible future H9 status of Waggoners Estate. Mrs. Gale commented that when the current Local Plan was formed it did not even occur that people might want to develop the Waggoners Estate in the future. Mr. Slaughter said that he was drafting a response to the letter with the clerk and so the matter was in hand.
