Minutes of a meeting of the Planning and Conservation Committee held on

10th January 2008 in the Council Office

 

 

PRESENT:  Mrs. C Jones (Chairman), Mr S Georgii, Mr. C Slaughter, Mr. S Herrett, Mr. H Murphy and the Assistant Clerk Mrs. L Coney.

 

1.                      Apologies – Received from Mrs. J Gale

 

2.                      Declarations of Interest – None received.

 

3.           Minutes of meeting held 6th December 2007 were agreed and signed.

 

4.                      Matters Arising

4.1 Grayshott Surgery, pharmacy application. The assistant clerk explained that following the Parish Council’s comments upon this application the Primary Care Support Services sent, in reply, copies of the other representations made to them. One from the Hampshire and Isle of Wight LPC had factual inaccuracies regarding the parish boundaries and points of contact.  The Primary Care Support Services wished to have any further representations to them by 31st December so Mrs. Gale drafted comments to correct this inaccuracy stating the correct parish boundaries. This was then send as a letter to the PCSS.

4.2. Footway to Grayshott Hall. Mr Jones read out a reply from Hampshire County Council stating that they are carrying out preliminary investigations with regard to the Parish Council’s request for a footway along Headley Road from Waggoners Way to Grayshott Hall, Applegarth Farm and Kiln Way. They will advise the Parish Council once these investigations have been completed, however, it is unlikely that any scheme will be considered by Hampshire Action Team until 2009 in their “Under £25,000 Minor Improvement Schemes”.

Proposal: TWO INTERNALLY ILLUMINATED FASCIA SIGNS AND ONE PROJECTING SIGN

Site Address: Co-op Foodstore, Headley Road, Grayshott, Hindhead, GU26 6LG

NO OBJECTION with comments. The Parish Council requests that the duration of illumination matches that of shop opening hours. It is also noted that the plans show infilling of the corner of the premises where the doors are situated. The Parish Council would like to draw attention to the fact that this infilling will need to be the subject of a separate planning application. Finally, the parish council would like to see the Co-Op use a more village friendly advertisement sign, sympathetic to its surroundings.

7.         Village Planning Matters

 

7.1 Pre application consultation for proposed replacement airwave installation at Grayshott Hall. The assistant clerk was asked to write to the applicants advising them that the Parish Council has noted their pre application consultation and has no comments to make at this time.

 

7.2 Mrs Gale had noted in an e-mail to councillors that Co-op lorries have recently on occasion taken to parking in the disabled bays outside the shop rather than reverse round in to Avenue Road.  She spoke to Jim Leggatt regarding this and he, rightly, says that he can only do something if he is in the village when it happens. He would, however, be glad if GPC could write to the Co-op hierarchy, copy to Hampshire Police, to complain about this practice. He is quite adamant that it is perfectly possible for lorries to reverse to the loading bay - it is just easier for this not to! It was agreed that the assistant clerk should write a letter to this effect.

 

8.      Correspondence

 

8.1. A letter had been received from Mr & Mrs Jordon noting their concern for a tall birch tree situated near their property in Bridle Close. The tree is on Hampshire County Council land and the assistant clerk was asked to write to Mr & Mrs Jordon given them contact details for the relevant department and giving them Mr. Garside’s details at EHDC so he can be copied on any correspondence.

8.2 An e-mail had been received from HAPTC reminding parish councils of grant money available for community planning such as parish plans. NOTED.

8.3. An e-mail had been received from Waverley Borough Council regarding a live consultation on the draft supplementary planning document “Planning Infrastructure Contributions” which primarily is looking at Developers Contributions. If councillors wish to view the consultation it is available on line at www.waverley.gov.uk/ldf/con_infrastructure.asp. The closing date for representations is the 15th February. NOTED.

8.4.The assistant clerk gave councillors copies of an article from the Local Council review regarding the future of planning – “e-consultation hub”. NOTED.
