Minutes of a meeting of the Planning and Conservation Committee held on

6th December 2007in the Council Office

 

 

PRESENT:  Mrs. J Gale (Chairman), Mrs. A Myers, Mr S Georgii, Mr. C Slaughter, Mr. S Herrett, the Assistant Clerk Mrs. L Coney and one member of the public.

 

1.                      Apologies – Received from Mr. C Jones and Mr. H Murphy

 

2.                      Declarations of Interest – None received.

 

3.           Minutes of meeting held 1st November 2007were agreed and signed.

 

4.                      Matters Arising

4.1     Mr Slaughter reported that at the last meeting he was requested to draft a letter with the assistant clerk to Mr Meehan. Mr. Slaughter subsequently went to visit Mr Meehan to discuss the matter of planning applications in Surreyand as a result no letter is required. Mr Meehan’s primary concern was the impact that the Hindhead development could have on the village and that facilities could become overcrowded.

 

4.2     With regard to the request for the creation of footway on Headley Roadto Grayshott Hall, Applegarth and Kiln Way, the Assistant clerk confirmed that she had received an acknowledgement of the letter sent to the County Highways Department. She was informed that a full response would be received once the matter had been investigated. The assistant clerk was asked to add this to the next meeting agenda.

NO OBJECTION with comments. The council does have concerns regarding the overall size of the development on the plot. It was noted that Mr. Herrett was happy with the application and had no concerns.

The Assistant clerk was asked to make a written representation stating that Grayshott Parish Council does not have any objection to the proposal. However, given the effects it may have on the village and in particular to traffic on Boundary Road, the Parish Council would be grateful to be kept informed of developments with regard to this application as they arise.

7.3      Mrs Gale reported that she and Mr Jones had attended the training session at the   Grayshott Society run by EHDC planning department which informative and interesting.

 

7.4             Mr Slaughter reported that at the EHAPTC meeting the previous night the matter of e-planning and the difficulties of its implementation were discussed. There is still concern amongst councillors as to how this will work in reality and how it will affect the public coming to view on line plans at the council offices. The district has asked parish councils to apply for grants to help deliver e-planning to their parishes if it will help but is unclear what they think is required to do just that. Projectors are impractical and do not allow councillors or the public to look at multiple plans at once for comparison, public transport links to Penns Place to enable people to see the hard copy plans are not adequate and A3 printers only increase the workload of clerks printing off the applications (if they have room for a large printer!) The Assistant Clerk was asked to speak to either Jane Harrap (EHAPTC) or Steven Lugg (HALC) to express Grayshott Parish Council’s concerns and ask them to take up this issue on our behalf.

 

7.5       It was noted that Mr Jones attended the Waggoners Wells Estate Residents Association meeting to give a talk about H9 status.
