4.Matters Arising
4.120031/020Grayshott Hall Application and Recommendations.Following the site meeting held on Wednesday 17th October it was decided that there was no objection to the application, with the following observations: 1. As much screening of shrubs and trees as possible should be retained to Headley Roadin order to protect the rural street scene in this part of the village.2. The Parish Council has serious concerns about the absence of a footway on Headley Road from the Waggoners Wells Lanecorner to Grayshott Hall/Applegarth. It is a dangerous stretch of road with a 50mph limit and, increasingly, people are walking from Grayshott Hall to and from the centre of Grayshott to access our shopping facilities.
If permission is granted for this application, then the Parish would strongly advocate the provision of safe pedestrian access to link up with the existing footway from the Waggoners Wells corner of Headley Road.
Mrs Gale spoke to Keith Oliver as he was the officer dealing with the Applegarth applications and they had previously discussed the lack of pedestrian access. He suggested that the Parish Council write to HCC Highways and ask for the problem to be addressed with a copy to Sam James and Ferris Cowper. It was agreed that the clerk should send a letter to HCC (See Appendix A)

Whilst noting the amendments that have been made, the parish council still maintains its previous objections. 1) Overdevelopment of the site. 2) Loss of an old, valued, existing building. 3) No provision for off street visitor parking and subsequent effect on the street scene. 4) Proposed buildings are too high. 5) Loss of a mature hedge which provides screening will have an adverse effect on the visual impact of the development. 6) The timber barge boards at first and second floor levels are inappropriate materials and not in keeping with other local properties.Plain clay tile hanging would be more suitable.

7.Village Planning Matters
The chairman had received an e-mail from Andrew Meehan concerning the communication process with regard to planning applications over the boundary in Surrey. Mr Slaughter will liaise with the assistant clerk to compose a reply.
Mr Georgii reported on the planning training run by EHDC at Bordon, the current position with regard to policy and the implications of the Bordon and Whitehill development on surrounding parishes outside of the proposed National Park. He also noted that VDS will become supplementary planning documents under the new LDF but parish plans will just provide background information. The training also emphasises that the council will be clamping down on planning objections and conditions of planning which are not enforceable. They will however now consider infrastructure as a material consideration.i.e water pressure, sewage etc..The meeting also touched on e-planning which will happen after 5th April next year, and also that they will review the number objection letters which are required to forward an application to committee and committee with public representations.
It was noted that the planning training led by Daryl Philips at the Grayshott Society will be held on the 26th November.
The Waggoners Wells Estate Residents Association have asked Mr Jones to speak at their meeting this month regarding H9 status. Mr Jones will speak with Ferris Cowper.
Mr Slaughter reported for information that he met with the Grayshott Society and Hampshire Highways to discuss the HGV sign. The meeting concluded that there were three options. To remove the sign, to move it on to a streetlight or to move it between the finger post and the streetlight. This will be considered at GPC.

TRAFFIC MANAGEMENT REQUEST
Dear Ruth,
Following a number of planning applications at Applegarth Farm and Grayshott Hall, both in Headley Road, Grayshott, Grayshott Parish Council has been advised by the EHDC planning department to write to you to highlight the lack of pedestrian access to and from these sites into Grayshott.
The Parish Council would strongly advocate as a priority the provision of a safe pedestrian access to link up to these establishments from the existing footway at the Waggoners Waycorner of Headley Road. Secondly, to consider an additional footway from Grayshott Hall to Kiln Way in order to enable the public to safely access public transport at the bus stops. It is a dangerous stretch of road with a 50mph limit and, increasingly, people are walking from Grayshott Hall and Applegarth to and from the centre of Grayshott to access our shopping facilities.
We would be grateful if this could be added to the list for consideration for the 2008/09 programme, which we understand will be prioritised via CountyCouncillorsat the HAT Highways meeting in March 2008
